I am playing with this software that appears at first glance to offer a bear bones way to prepare proper maps. You can purchase a pro version, but the free version seems to be easy to use. Quality of the maps will depend on the ability to import textures. That I have to look into that. The way hills and other textures are displayed is very basic producing 70's of 80's looking board game maps. There is a way to make "random" maps. But in any case a fp9 file has to be created.
