Japanese Ships Repair at Sea?

I am nearly done with the US campaign on a Mac. I notice that many times damaged Japanese ships at sea and not near a support ship will recover some casualties, usually after moving, much like ground units. The American units dont seem to have this capability. Is this intentional, perhaps for play balance? As far as reality US ships were well known for their damage control procedures and if anyone should be able to regain some of their ship strength would say the US.

Ships that reach 3-strength or lower may repair themselves, this goes for both sides.
