Two questions.

1. What does "Effective" mean after the Brigade Commanders name? (e.g. Effective 80.0 / 34.0)
2. Why are both numbers under the Strength column always the same (e.g. 350/350)? What does each number represent?

Effective gives the weighted strength of the echelon that is unbroken (disordered, routed, very low morale) vs. that which is broken. When an echelon becomes more broken than not, the whole echelon becomes to lose morale.

There is a bug with the second number, though I think I have fixed it for the next update.
