Rumsey's argument about the "soft underbelly" approach reminds me of Churchill's argument about taking on the Nazis via their "soft" underbelly, Italy. It did NOT prove very soft for much the same reasons that Rumsey's approach would not prove "soft". Transiting via water and supporting that transit is a lot easier than transiting via land especially if that land has no infrastructure to support such a transit.
