It is Feb 9, 1942 using the standard winter setting, i.e. no mild winter, and Central Russia has Snow weather . Everywhere else is still blizzard. I thought even when using random weather, blizzard was the default for the entire map until the first turn of March '42.

Or did February always have a small chance for Snow and I just was never aware of it?

I think only Dec and Jan have guaranteed Blizzard.

I have another question. How can you have mud and Ice 10?

I'll give this a try

Ice slowly degrades over time. Just like it does not reach 10 in one turn, it drops back down the same way. So the next turn the Ice level should drop quite a bit.

I understand this is. The month is Feb so the previous turn was blizzard/ice 10, the next turn is likely to be blizzard as well. You simply cannot have mud and ice but to simplify the game lets say above Ice 5. What would make sense is snow/ice>5 or mud/ice<=5.

I think ice drops by a few points during mud and clear, more during clear than mud. Don't know the exact numbers.
So it's possible to have clear/mud weather and ice 7+.

How the game works is one issue, but real weather would allow low temperatures w/o snow or ice. So, clear-10 etc. But going from blizzard to mud at any temperature in one week seems unrealistic.

I assume even on a clear winter day there would be a heavy snowpack which would impede movement and all supply and combat operations. On blizzard to mud, I agree the normal transition would require some snow days in the middle somewhere, and I think that is typical with WITE though admittedly there are exceptions.

The simple explanation is that "mud always wins".
