What does the amphibious designation do for this plane? What is the difference in operation between this plane and a regular PBY-5 except for shorter range?

You might be able to land it at a base that is inland, i.e. that has no port.

Amphibians have both floats and wheels. Both can operate from water, even in base size 0 hexes with a support ship. However, the amphibian can also operate from any land base, including inland bases.

The USN standardized on the -5A because of its flexibility. The British on the other hand, preferred the longer range of the pure flying boat.
