Russian Militias before at War with Germany

Need a quick sanity check.

I remember seeing on this website a string of E-Mails that discussed building Russian Militias before at was with Germany (but while Russia is at war with Japan or another Country).

Bottomline was, not allowed.

True (or am I mis-remembering)?

The USSR can build the Militia as soon as it is at war with any major power (Germany, Italy or Japan).

There was a bug that was allowing the Russian militia to be built prior to Russia being at war with another major power. That bug has been fixed.

but some militia is out of the game, until the war with Germany ..

as I remember: Moscow, Leningrad and Kiev
