air transport for pickup.. desired ops mode?

When using air transport to pick up a ground unit at another base and return it.. what operations mode is most optimal for the target ground unit to be in?

Note that disabled devices won't be transported.
You will get the message each turn that the squadron is flying and transporting troops, but once there are only disabled devices present, nothing actually happens.
Once you are down to nothing left but disabled devices set the LCU to rest or reserve to recover the devices and they will transport as they are recovered.

If one is transporting troops from your own base to another that you own, is it required to be in Combat Mode, or would it be better to be in Rest Mode giving the troops more time to recover from fatigue and such? Obviously Combat Mode is needed if jumping into an enemy held hex...

You can transport in rest mode
