Mild nitpick on movement of new units

This is a mild issue that doesn't matter that much, but is an inconsistency. When you create a new unit in the same hex as an HQ (e.g., SHQ), assign it to a different HQ, and transfer SFT's into the unit from the original HQ, it still has 100 AP. This is at odds with what will happen next two turns. Since it was assigned to a new HQ and it gets SFT's transferred into it, it loses substantial readiness, and for the next two turns it will generally have less than 100 AP. Thus, it will move further on the turn of creation than the next two turns. Like I said, it isn't a BIG deal, since we are talking about 1-2 hexes, but I was curious why the heck the units werent' going so far, especially since they went further the turn before.
