Soviet Air Units

I have the latest patch. I have all my Air units in the National Reserve on Manual setting. I disband some units and the very next turn those exact units are back. This happens no matter what airframe is disbanded from out of date to newer. They simply won't go away.
How do you keep control of your units so the computer will not interfere like this? I don't need/want many of the aircraft but they won't stop reconstituting.
Also, the airframes like MIG-3, the I-15 and I-16 series have no end date for service but are clearly relics by 1941 (maybe the MIG is useful till better A/C are built). Do they get scrapped?
I also have a problem with the computer selecting units to fly at night when I select day. Again, they are back flying night the next turn.
This is very frustrating.
