Upgrading a/c

I have two PT units in PH, one will upgrade without a full complement (12) of a/c the other won't. Neither are in a restricted HQ and both are due to withdraw at some point but the one that requires all 12 does not come back. Is this the reason it requires all 12 a/c?

well, when you upgrading units, game tries to upgrade them to full strenght - in your case it looks it is 12 planes, even if you upgrading say only 5 planes.

Units that permanently withdraw must upgrade to a full complement to avoid gaminess. Someone could upgrade a unit due to be lost with a plane that only has a couple in the pool and then withdraw it, thus saving airframes.
