Modding ship role limitations?

Modding ship role limitations?

With Universe arriving I was wondering if modding ship roles has become possible - maybe even adding additional ones?

I really miss the ability to build flagships with larger sizes than the rest of the fleet from other games - Just a single one for my primary fleet. Doesn't even matter if the AI can't build them (since I doubt we would be able to limit a ship role to a set number of ships anyway)

We can't mod hull type effects or restrictions, and the only unlockable hull types referenced in the modding guide are Carriers or Resupply Ships. Those are the only two ways to have flagships as it were - besides derelicts natch.
