Load Existing Map

Hi all,

Tried using the "Load existing Galaxy as map" option to start a new game. Everything seemed to be fine except it generated no pirate factions. Generated all the normal races, but no pirates. Had pirates set to very many in the settings.

Anyone else experience this??
