Player starting point map distribution. Corners are always empty

Why is everyone always put in the middle of the map but never in the corners? This would help a lot with distribution and less crowding. Pirates are spread out everywhere evenly but never the standard races? Could the races be distributed everywhere like the pirates are?

I am not sure that this is true in all cases.
I almost always play random/varied clusters, and I get stuff in the corners...

It does depend on galaxy shape. With a more typical circular shaped galaxy, the corners will be quite barren.

I always play with irregular galaxy and the corners are always empty except for pirates!
