Why can't they be set to CS?

I believe the assumption on the part of the designers was that Continuous Supply would be used for supply routes safe from air attack. Barge TFs are assumed to be used in combat zones, and thus not safe from air attack.

Thanks. Might be their asumption but I use them whereever I have very short supply routes. Fortunately you can convert the barge into landing craft.
