No upgrade

Dear all,

I'm in may 1942 playing scenario 1 as allies vs JPN
I could upgrade AGP Niagara without restriction on yard
It is in Noumea. I gave permission for upgrade. It's may 26th and it is still in Noumea without being upgraded
Noumea has got plenty of everything
so what am I missing?

I don't remember if Noumea is big enough to upgrade. But most likely it has supply onboard. Form it into a TF, unload it, then try again.

Yes, it has supplies on board. Is this the reason?

Yes- it needs to be empty before upgrading.
