Guadalcanal scenario troops won't load?

Going through the Guadalcanal scenario using Andy Browns map and extended map.
Also using CHS mod with relevent scenarios.
My problem is that I can't load troops on to AP's at Noumea at all......the option to load troops is 'greyed out'?
In fact can't load troops anywhere on the map.
What can solve this issue?

Haven't played any mods so can't help there. But in stock WitP the transport options are greyed out if the ships can only be used for cargo in "fast transport" mode. I know you said APs, but just in case you were generalising.

Going to try Andy Brown standard map alone and see what happens?
Basically back track and probably end up with just stock map.....lol
