1)Why some empires are very passive and dont colonize new planets ? I played Securans and has near me another empire with same race (secura). In early game they colonize 2 planets (Desert of course) but then was recently raided by pirates and receive a large damage (single space port was destroyed). But when i "quiet" pirates they dont rebuilds, they had only few constructor ships and mining station. They also have uncolonized swamp planet in they territory but dont building colony ship to colonize this planet. I gifts them colony ship by they whatever colonize planet (necessary resources and technology they already have).
Maybe its trough race feature (passive), but in my game exist another empire (Naxill) with one low quality colony (51%, maybe its was an independent colony art game start), and they have 6 uncolonized swamp planet. I gift them colony ship and they have necessary tech, but result the same.
How to force gifted colony ships colonize planets, and these empires build space port? (any methods)

2) Why some newly researched techs dont visible in "negotiate trade purpose", and i can not sell them? I checked and its technologies dont has another empires. Its unlikely that all empires researched same technologies at the same time , or all my newly researched technologies will automatically gifted to another empires ?

1. That can have multiple issues. Maybe the empire is paying for protection to other Pirates and don't got any income left. Other mining stations are destroyed and they don't got enough resources. They didn't explored the map enough and don't know any possible colonizable planet.

2. Maybe the other empire didn't got the pre-tech yet, you need to sell them these first before you can sell the latest one.

Also, if you are using colonization range limits, the empire in question may not have any colonizable planets within range.

1) Near them most pirates was destroyed and they 100% have exploration on system (system is neighbor to them home system). In editor i look at then they have enough resources but i gifts them colony ship direct uncolonized planet.

2) With empires which i can not sell newly researched technologies, usually does not any technologies that can be sold (they have all my technologies).

3) Any know saves redactor via them it's possible turn of "respawn pirates" option ?

There are other reasons a group might not colonize a planet - they have reached their current coded ceiling for expansion, there may be a space creature at the proposed colony site that scares away, (or eats) colony ships sent there. I usually create a small fleet of combat ships and either send them ahead,to stake out the colony site - or have them 'follow/escort' the colony ship. I have never seen the AI players do this - and its really a very basic strategic consideration.

AFAIK, there are no coded limits for colonization save the Mechanoids and/or Shakturi. All AI empires play by the same rules as the human player does.

Doesn't each empire have its own "personality"? (or I confusing DW with another game?) I thought some empires were aggressive in their expansion and others passive.

I understood what the problem is: those empires does not have necessary technologies. Once in editor i give him these technologies they immediately colonize planets. But i can not sell these technologies, and problem passes to second question: why some technologies does not visible in trade screen (and can not be sold) ?
