What all goes into determining the victory point value for a base? Is it just base size or do other factors such as the presence of industry or resources play a role in determining a bases VP value?

For instance I have the following scenario:

Each side has 57 bases. EVERY base has a VP value of "1" for both sides. For some reason the total VPs of the Allied bases is WAY out of proportion to the VPs of Japanese bases. Not sure why that is so skewed like this? Any ideas? I mean I don't think the Allies have bases that significantly more developed than the Japanese.

The size of the base multiplies the core value of the base. A 1 point value base just means the core value is 1. To get the actual value of the base, you add port plus airbase size and multiply it by the core value. Some bases have very high core values for one side or the other. For example I think Shanghai is something like 100 or 150 for the Allies. If the Allies capture that and build it up to max, they get a huge victory point pile for it.

If the Allies have built up their bases more than the Japanese, the VPs for Allied bases will be higher even if you gave all bases the same value in the editor.

It uses ( ( port size ) + ( 2 x airfield size ) ) * multiplier

And it can be modified by supply levels if they are low.
