What is better in terms of bombing accuracy and less losses to flak?
flying very high (+28,000) or flying at normal altitude but at night

Assuming there is no CAP in place

You'll hit nothing from 28k and above. If you're going against Allied flak it can still get you up there! You'll hit little at night but still be vulnerable to flak. What is normal altitude to you?

You're not ever going to take no losses when bombing something. If you want to hit something then bite the bullet, take your 2-5% losses to flak, and hit the target.

I am playing Japan, and my normal altitude for 2E bombers is 10K to 15K
I haven't done night bombing in a long time because as you said, barely hit a thing.

I go even lower than that against Chinese units. I drop down to 8K, though I haven't looked at the device tables yet to see if that's above their AA ceiling or whether maybe they're just low on supply... I have heard that the flak from Chinese units is very ineffective, though.

vs China I go 100ft for 1E and from 2K to 5K for 2E

only exception is major cities (where real AA is expected): there I go 10K

Edit: Chinese AA is mostly machine gun only -- exception are specific base force/ specific AA units

You definitely want to calculate the highest altitude AA that you are willing to AVOID and go 1K feet higher. For the Jap player this is more difficult due to the wide range of AA across nationalities. For the allied player, go above 4K to avoid the 25mm.
