What is the strategy/mechanisms for raising these?

You can't. Not really. I suppose you can let them sit for a long time to let them 'train' up to a better number....except for the Russians, replacement air will keep the experience low, while the integrity rises.

The Germans can only use their air. If it gets beat up, it will lose experience/morale. Morale should raise overall though unless you suffer a few good mauling's. But if that happens it wont matter.

In my game it is mid December. I have 100 stacking points of fighters left. Their average experience is in the 30's. Morale is all less then 50, with one of them at 6. Since I cant play cards on them, all I can do is let them sit.

I should point out that I am still able to fly bombing missions. I haven't seen any Russian fighters lately in the area of the front I am bombing in.
