What does it mean when a German FBD has enough MP to repair a rail line but is not allowed to repair it? It is rare - most common in the Baltics after an FDB has repaired a number of hexes.

And, of course, is this preventable? I have not figured out how to add battalions to an FBD.

This is the situation in AGS. The unit has repaired 3 hexes already.

What is the RRC value? If it's a "-" then the hex is not eligible for repair.

Wondered the same thing in my Axis vs. AI games.

There must be an unbroken chain of rail hexes or under repair hexes to current hex. Sometimes this is hard to see because of path and clarity of game board. Cities do not connect to all rail that may pass around the city even though the city may have a rail built. The AI may have destroyed a hex or two that are part of the chain. AI ZOC affects the rail chain. These conditions have so far explained all my issues.
