Commanders report offers a "set new mode"-insert for refitting Pioneer Bns, but doesn't seem to respond when set to 1 - at least the report screen doesn't react with a change from "ready" to "refit". Can't Pio Bns be ordered to do so?

Support units are on permanent refit, this is only for changing status of combat (on-map) units.

Thanks or clarification. However, CR screen says "ready" and I couldn't find anything helpful under 18.3 (Refit Mode)in the manual.
