Is the blizzard effect the same as in Soviet North zone as in south zone? Or only ice level could be different and nothing else?

It's a bit unfair cause winter can never be so severe in the south Ukraine as in Moscow.

Weather gets a revamp in WitW but I don't expect any changes for WitE, until WitE 2.

What I have seen of the WitW weather system looks very impressive indeed - almost looks like an actual weather model from the TV news of today...
