It's not clear in the manual. A depleted unit is set at 100% replacement. Does it have to sit there (conduct no activity whatsoever) for one or more turns to receive replacements?

No, OKH/Stavka will automatically distribute replacements to any units, if you look at numbers received there is generally never more than about 200-300 men or 10 tanks per division so they can reach the divisions whilst they are still active. However, the order it does it in is not up to you. Therefore all units on 100% priority will get replacements distributed evenly depending on their strength, it doesnt matter if they move or not.

If you want to manage the replacements yourself then you could set all units at 75% before they get replacements and then put them back up to 100% when you want them stronger. That way there is also a chance of building up a reserve, especially if playing with the Axis.

I'm too lazy to bother with that and I just set units on priority for a couple of turns if I want them to build up faster.
