For me it's quite easy to guess that it happens because the upgrade procedure runs before the swap procedure, and when the number of planes or equipment (I know this happens with ground elements too) is around the threshold value, the first procedure triggers upgrade, but in doing so the number in the pool goes down below the threshold (and the possible "drain" goes up, because of increased number of units using that model), and it is "waking up" the swap procedure. Either the thresholds should be configured differently (my guess is that the one for upgrade procedure should go up), or units subjected to one procedure should be made immune to the other for the duration of that single logistics phase. Anyway, I have the save for the German turn which is before that logistics phase, but maybe without plane casualties incurred during that turn, this will not repeat itself.
