I think there are different "thresholds" set for upgrade and change procedure. The upgrade procedure deemed the new plane pool enough to upgrade, while in the second pass, the change procedure deemed the new plane pool not enough (after it was reduced by the upgrade procedure) and switched planes. There should be either a lower threshold set for the change procedure so it won't react badly to upgrades, or higher upgrade threshold or the upgraded air unit should be marked for this one logistics phase as one to ignore by the change procedure.

It will get reviewed at some point. A save file that replicates the bug makes it much more likely the problem will be found in the code. Gary rarely even investigates possible bugs without one.

For me it's quite easy to guess that it happens because the upgrade procedure runs before the swap procedure, and when the number of planes or equipment (I know this happens with ground elements too) is around the threshold value, the first procedure triggers upgrade, but in doing so the number in the pool goes down below the threshold (and the possible "drain" goes up, because of increased number of units using that model), and it is "waking up" the swap procedure. Either the thresholds should be configured differently (my guess is that the one for upgrade procedure should go up), or units subjected to one procedure should be made immune to the other for the duration of that single logistics phase.

Anyway, I have the save for the German turn which is before that logistics phase, but maybe without plane casualties incurred during that turn, this will not repeat itself.

It doesn't cause exp/morale drops. Automatic upgrade/swap routines very unlikely to be changed at this point. Players should use manual at the moment if they dislike it.

Unfortunately, in one case I have to spend AP to have this sorted out properly. It's when my tactical bombers upgrade from IL-2M to IL-2M3 and then change plane to Yak-7B (also, they switch their role from bomber to fighter!):

25 ShAP air group upgraded planes from IL-2M to IL-2M3
25 ShAP air group changed planes from IL-2M3 to Yak-7B

I have destroyed U-2 production (I only miss the recon ones), and luckily the game seems not to consider not produced planes for changes.

Indeed strange to see a ShAP unit swaps to fighter-bombers. Swap option may be too aggressive for in-production a/c with low pools.

Of course it's still cheaper to fix 1-3 air groups per turn than upgrade 100s of them manually, but long have I proposed that thresholds for upgrade/swap algorithms are chosen in such a way, that aggressive upgrade procedure (which seems to be run before swap procedure) will not reduce pool to numbers deemed critical by the next procedure, which in turns makes those swaps.

Changing of the sequence in logistics may help as well, some air replacement phases first, then swap and upgrade, last the remaining replacement phases.
