Why does every CV turn into "1" during mud? It is a little indiscriminate...
On top of that, aren't the penalties a little harsh? Ok, it's raining and all, and I understand the problem for motorized units, but even the German infantry becomes lame...
One division would easily push away two Soviet rifle Divisions, and now two Divisisons can't even push away one single Soviet div...

Have you seen photos of how the Rasputitsa looks? It really makes attacking in such conditions impossible.

Though I agree I'd happily see normal CV values displayed (or at least be able to switch between "unmodified" and "mud" values), so I could continue with proper unit rotation for rest & refit. Mud values of "1", which are usually a 0.2 or 0.3 in the tooltip, make it so hard.

The rasputitsa shut down major combat operations generally. It was that bad. We're not talking a little mud or rain here, especially combined with the Soviet Union primitive road infrastructure.

Conditions like these basically don't exist in the USA, so it's a little hard to imagine it.

Frankly, operational tempo in the game is overstated as is and this is one of the very few brakes on it. If it didn't exist for real we'd have to invent it.

Turn 11 in a current game was a mud turn on the entire map. I see two types of sov units. Both have offensive cv's of one but some have defensive cv's of 1 as well. I think these are low morale inf divisions that have seen one to many losing battles. I attacked in mud, mostly using 2 inf div against one of these 1 cv on defense sov divisions and every one routed. Some of my attacks used only 1 german division. I do not think the normal rules of thumb apply during mud and that you can attack successfully in limited circumstances. Probably helps to attack worn out divisions only though.
