Here are a few- any others that I am missing?

IMPORTANT DATES
Soviet Army Command Capacity
6/41-8/41 - 24
9/41-3/42 - 21
4/42-9/45 - 18

Increased the Admin point cost for creating Soviet Rifle Divisions and Cavalry Divisions to 20 before May-1942.
Increased the amount of Admin points charged for the formation of Rifle Corps to 20 prior to 1943.
Creating a Soviet Fortified Regions now costs 8 APs between July 1941 and October 1941 (inclusive). It is still 16 APs in June 1941.
From June 1941 until the end of October 1941, the admin cost for building new Soviet on map units (to include fortified region units, see 12.2.5) is four times the normal build costs.
Restricted Soviet Rifle brigades so they can’t merge into Rifle Divisions prior to May-1942.
Cavalry Corps (December 41): Three cavalry divisions can buildup into a cavalry corps.

20.3.2.1. SOVIET AMMO SHORTAGES
To simulate Soviet ammo shortages in the early part of the war, Soviet units in 1941 and 1942
must conduct a leader admin check when resupplying their units with ammo. In 1941 they
must take two successive checks, in 42 one check. As ammo is distributed, if the check fails,
then 50 percent of the ammo is lost during conversion from supplies. If both checks fail, 75
percent is lost.
7/2/42 T55: Rifle Squad Upgrade - it will use up at least 500k ARM, probably more.
3/5/42 - Soviets must attain 2-1 odds for successful attacks

9/3/42- 1 NKPS arrives
3/4/43- 2 NKPS arrives
9/2/43- 3 NKPS arrives
3/2/44- 4 NKPS arrives

125 AP points received for Front arrivals
October 41 Reserve Front arrives
11/20/41 Volkhov Front arrives
12/4/41 Moscow DZ arrives
6/4/42 Voronezh Front arrives
5/20/43 Steppe Front arrives
1/27/44 Belorussian Front arrives

Add dates on which rifle, tank and mech corps as well as artillery divisions and tank armies can be built.
Also possible: airborne brigades to guards rifle and airborne guards divisions conversions.
Ammo waste in 1941 and 1942.

Edit: 1 NKPS arrival
Airforce lack of efficiency in 1941
Corps HQ and SAD base disband dates
Front arrivals/removals
Shock armies arrivals
Cavalry corps availability
Strong TOE period for rifle div/corps and tank corps

IIRC, someone did a list when all the divissions/corps, and I think the SUs, can be built.. (Something other than the Unit Creation sticky.)

Thanks, getting it all put in. One thing I don't know is how many AP you get for each front arrival. And also when the Reserve Front arrives, will look that up later.

125 AP for each new Front, or Military District to Front conversion (excepting those that occur on the first turn).
