Still strruggling getting my production boys to play well together relative to keeping my HI up and fully operational. Can request additional supply per base to stay above min's, drowning in resources, but the black market is raising havoc relative to the fuel situation.

How can I influence the movement of fuel to select industrial Centers, rather than watch it sit idle elsewhere ?

As long as they are connected to each other (railroad, no sea in between them) the game will handle that for you each time the industry location requests fuel.

In other words, it is automated..

As the Japanese just ofload your fuel and resources in convenient ports and all the industry locations will draw from those sources..

If you don't want a location to produce you can switch it off in the industry management screen.
