Suppose that rabaul based planes detects a a possible CV TF (USN), is this information shared by a distant CV TF (JPN) so that the carrier commander increases the DL of this target?

Yes, detection level is shared by all parties. For example, if your air ASW discovers and raises the DL of a sub, then your local surface ship assets are much more likely to attack the sub.

Yes, note that you should not bench your Carrier planes from Search because you have Float Planes in a nearby base. It's happened to me more than once, where a patrolling DB successfully attacks and hits an enemy carrier pre battle, just as they did at Santa Cruz.

For this reason I always maintain 10-20% of my carrier DBs on search.
