I heard people talking about saving PP's to buy units, and I have seen in the Destroyed units display a column for "Cost to recall". But I'm not understanding how this works. Can somebody enlighten me? Thanks!!!!

In the list of Destroyed units, you can examine the destroyed units by left-clicking them, or buy them back by right-clicking and confirming. The cost for doing so is also in the list; the units will come back within a few weeks (I believe) at a major city (Aden, SF etc. IIRC), but only at minimal strength; after that, you will need to reinforce the unit as normal, so make sure that the squads required by the resurrected unit are still (or will be) available.
some dead units are very expensive to resurrect: I do not know why.

Related question:

Some units are marked "cannot recall", but I do not understand what governs the "not recall" status.

For example, certain restricted units can be recalled and other restricted units cannot. Some units marked "no base formation" can be recalled, others not. Some units of certain type e.g. ENG units can be recalled, others of the same type not. Some units subordinate to a certain restricted HQ can be recalled, other units subordinate to same HQ cannot, etc.

Also comparing the units in the editor I see no switches or common features - does not seem to matter whether a units is for example static attached, permanent restricted or nothing at all, has a withdrawal date or not etc.

In short, I see no clear pattern.

Only thing I noticed is that units with assault value "0" can be recalled, those with assault value "0" in brackets [0] cannot.

Could someone please shed some light on this?

I have modded units I do not want to be recalled - but they can.

So any help yould be greatly appreciated!

Playing Japan and so far only units I've not able to recall are

1) Static units, for example naval forts and base forces

2) Units that are part of a rebuilt unit, for example recon regiment of infantry division

Wait - hovering the mouse pointer over the units give some hints, e.g cannot rebuild static unit / unit that is being withdrawn / unit that is restricted. Stupid me...

Edit: I have restricted units which can de recalled
