If there's no "game balance" in favor of the AI perhaps there is some other "issue" with the surface combat system that could stand to be addressed.

Or is it claimed that 70 hits to sink an AI controlled CVE and 22 to sink a DD, while player controlled ships take the damage shown from 1 or 2 hits is perfectly reasonable?

What difficulty level is the AI set to. That's going to affect outcomes.

MAYBE I know what the problem is ...
The allies never developed high explosive shells and are using solid shot ... you need to sink AI ships with the combined weight of the shells you hit them with.

You could try to give us some hard data, such as


  • how many were penetrating hits
  • the calibre of the weapon which made a hit
  • where did the hit register
