As a general rule of thumb, when playing against the AI it is a good idea to cut rail lines, the same for against human players, but they tend not to let you do it On clear weather turns the Soviet units shouldnt have a problem getting supply if they still have an indirect road or rail route. But where they start to suffer is after mud turns. Firstly the supply is more difficult to get through on mud turns and secondly it then takes them a while to rebuild their supply stocks, especially if you can get them moving. I tend to play fairly intuitively, so dont try and calculate supply in depth, but hopefully one of the more experienced players will come along and give a more in depth explanation.
