Playing against human players in PBEM, the consensus is that one needs well north of 1MM HI going into 1944 in order to 'bank' against Allied offensives in the late war. With careful saving this can be 2-3MM. 70,000 is scarcely one months' reserve by most standards. I'd encourage you to see what you can shut down or build up to maximize your HI savings. You certainly don't want to shut down any HI production.
