Is there a way using the editor to increase base/fort building costs?

Is there a way to slow down cargo & equipment load/unload rates for strat loaded units?

No to both, however there are alternative ways to get similar results.

Have less engineers.

Have smaller ship capacities.

However I suspect the simplest way to slow things down across the board is to drastically reduce the Supply and Fuel available to both sides.

DBB already slows a lot things down. At least for Japan. Way less supplies all over the map. Way less engineers or Aviation support.... it all leads to slow the conquest and the building up of the defensive perimeter

I'm an AFB, but I think those who must be slowed are the seebees, isn't ?

Well, in RL the seebees were really that fast imho. What we needed is exactly what DBB achieves: to slow down the japs who, in stock, are way to fast in doing everything.
In DBB the jap player needs to really pay attention on what he wants to build, because you always have to chose and to allocate your engineers wisely.

The only thing, i think, it's still a bit overrapresented, is the allied supplies. I get that the allies did have a LOT of everything....but, even if huge, the total amount of supplies and fuel wasn't infinite.

Yes, its true. However what they get on supplies they lost on airframes ( replacement rate at 1942 is...).
Besides, soooo much fuel,sooo few Tks, for the support of so many amphb operations.

DBB drastically reduces cargo capacity of shipping too. Historically, it was more the case of available shipping to move troops than engineering capability and numbers that was main limiting factor in later war. In early war it was both.

No direct solution for both questions, but:

1) Building cost increases drastically, when it reaches potential level, so you can cut maximum for all bases. It would be quick with EXCEL files. You can also cut number of Engineer replacements, which will lower overall Engineer presence on map, and slow construction.


2) Not only for strategic load, but load rates are based on port size, and number of Naval Support. You can cut both, but easiest solution would be increasing cost of devices, as loading is based on size numbers. Obvious candidate is Support, as it is used by all LCUs.
