I've been playing server games of Kharkov and Voronezh as the Germans, and have noticed that after a couple turns in both scenarios, all units except for OKH, but including rear HQs and units that have never moved, have a yellow supply state. I may be missing something about the supply system I'm still learning, but I compared this to a save from a Trapenjagd vs AI which had a similar tactical situation around Kharkov, and in that case virtually all the units had a green supply state, as well as noticeably more supplies on hand based on the unit details tab.
If I had to guess, there is something wonky going on with supply in the smaller, partial map scenarios.
