fixed:

1) armor and mech terrain, ZOC, and weather movement costs
2) reinforcement working

So it's looking good so far!

VERY IMPORTANT FOR ANYONE TESTING THIS: the V3 executable is tof.exe, not the old timeoffury.exe. Make sure you invoke the game with tof.exe, if you want to test betaV3.
