It seems most of my SU units (new arrivals and Armies) are all white. Is there any way to change the color?

assign them to an army that's assigned to a front. They will take the color of the front

White = Stavka command = the reserves the country is gathering and deploying

If you want to follow the Soviet doctrine, you should have some (or many) armies directly attached to Stavka. That's your reserves and should help you to concentrate forces at x spot.

Keep in mind that reassigning lots of units is really expensive. And you need them APs to simply have what the Soviets had in the real thing: replace destroyed divisions and when you upgrade to the Horde 2.0.

A German unit assigned to OKH has no cost to be assigned to another HQ. Would think same for STAVKA. ???

Yes, conserve those APs.

rrbill, it's the same with Stavka

The problem appears when everything has been assigned to Fronts. If you want to shift forces to x place you might end up with a "rainbow" thing. Unless you pay APs that is. It's basically prohibitive (especially when you have corps).
