It might be but in the game I've never anywhere restricted to level 4 fort. Is it a game change or what?

No pre war harbour or port facilities, everything had to be transhipped in small boats.

Its not rated as port 3, it is expanded to 3 (the max size for any 0 rated area)

OK where getting somewhere. When was this introduced, I played the Allies from the outset of AE until earlier this year and do not remember coming across this restriction before.

Yep,

I didnt know whether it started at that level.

In this case, this is grossly overrated.

No, they don't all have a max 4 fortification level.

Ocean Island has always been restricted to a max 4 fortification level. It has not been changed from a different level down/up to level 4. In any case, it has nothing to do with the game engine. It is a scenario designer decision.

In game which im playing Ocean Island have island size 1 (small) and lvl 4 fort max. Any other island size 1 have same lvl 4 fort max.
Island size 2 and atoll - lvl 6 max.
So ALL SIZE 1 ISLANDS have lvl 4 MAX. I dont worry about who introduce that system but it look fair for me - lesser size, lesser number of forts. Not sure why Ocean must be specific and stand alone (due his name?).

Ocean Island is a Size: Very Small, Terrain: non-atoll island, so it's fortification level is set at 4. Other examples include Aogashima, Kuroshima, and Stewart Island.
