Ship Speed decreases when placed in TF

Why does the SC CH## ships with a speed of 10 knots decrease to 8 knots when they are placed into a TF? This seems to be happening with IJN ships and not Allied, and it is more so since I upgraded to the new beta patch.

It looks to me like that TF is set for cruise speed and 8KN is the cruise speed of the small IJN SCs.
I think that the two obligations you have are to be good at what you do and then to pass on your knowledge to a younger person

Yes. Every ship in that TF is missing 2 KN.
