Status: offline 		I get the two arrows pointing in opposite directions when I hover over the hex side between two of my unmoved units but when I click it doesn’t seem to do anything.

Or change your click option to double. (in Options). Then right clicking would achieve this (without need for holding ctrl). The option makes it so left click is only for selections and right clicking is only for actions.
