Ok I went to LT. I made the cities buildable. I assigned the upgrade from number. I gave costs for pp, supply , ep. I went to statistics 2 and assigned raw as a needed ingredient and gave it an amount. The base town can be built but I can not upgrade any places. What did I miss?

I found in rule vars place to assign a number to 4 towns. But the number is NOT the number of the slot in LT. In Bomburs 1900 mod the slot has 4 numbers but they make no sense. I believe it is 2, 0, 4, 5.

It´s not the rulewar, it´s something related to terrain type. I remember ernie fixed this is my GD scenario.

Ok you have to set terrain urban to buildable for the city type. That is usually the number 7 slot. In GD it is blank but in Bombur it is urban and it works.
