What affects the rate of foot movement for LCUs on roads? I am a bit baffled with the following:

Main road, one turn:

British BF from Tavoy
Exp 40
Morale 10
Disruption 6
Fatigue 27
Miles covered : 24 (there was Jap air attack on hex, Tenasserim battalion was attacked but not the BF)

Chinese corps from Tuyun
Exp 30
Morale 30
Disruption 15
Fatigue 48
Miles covered: 30

Is morale the most important factor? Do air attacks on a hex slow down units moving through the attacked hex?

Not sure about morale but fatigue and disruption should slow a unit down. A successful air attack if strong enough will convert a unit from move status to combat-thus slowing it down.
