Status: online 		Every attack on a city is "destroying" 1 production point. Also in captured city production points falls to zero. Do they repair over time or I have to live with the lost?

Status: offline 		They do recover over time, but it is a slow process. Note you can also damage production using zeppelins and bombers to carry out strategic attacks.

EDIT:

Also note that in the case of captured cities, you will only ever recover a maximum of 1/2 the original production.

I have been little bit worried when I saw Sarajevo after few Serbian attacks with only one point left.
