I am having a rule discussion and need some input. Can Germany align Ruminia on the impulse she DOW on the USSR or does Germany have to wait to her 2nd impulse.

19.6.2

Germany can declare Rumania aligned with Germany during any Axis declaration of war step if Germany has declared war on the USSR (not if the USSR has declared war on Germany), is at war with Yugoslavia, or controls Belgrade

Germany can align Rumania the same impulse as Germany declare war on USSR.

Edit: The declaration of war step can be broken down into different segments. The order of them is the same order they are written in RAW. First you DOW on major powers. Then you DOW minor powers. Then setup reserves. Then you allocate control of minors who have been declared war on. After those steps you align minors.

"Major Powers on the Phasing Side decide whether to declare war on other major powers on the non-phasing side with whom they are not currently at war, and with whom they do not have a neutrality agreement which prevents them from declaring war on said major power; and except possibly for the US which has to conform with the restrictions on the US declaring war on Axis major powers."

If the player can't understand what is meant by 'Declare War Majors", he can always click on that phrase in the sequence of play form and a help message explaining the subphase will appear, explaining it in detail.

Is there a reason that "Declare War Majors" and " Declare War Minors" cannot be under a single label of "Declare War" (other than the program flow)?

Example:

During these sub phases first you can declare war on Major Powers then you can declare war on Minor Powers and Minor countries.

Etc.



This would help with paulderynck's monitor situation.

Of course there is: RAW:

9.2 How to declare war
All major powers on this side announce which major powers on the
other side they are declaring war on this impulse. They then all
announce which neutral minor countries they are declaring war on this
impulse.

So a major power can wait to declare war on a minor, after all major powers have decided to DoW other Major powers. Knowledge of this, might prevent a DoW. Think of Italy DoW'ing France and/or the CW in a multiplayer game in 1939, and Germany than decides not to DoW a minor, due to US entry considerations.
