In my game I have a new CV w/ FTR pilot exp in high 50s. I would like to replace this FTR sqn w/ different more exp CV trained sqn. Must CV Sqns fly off designated at start CV or can they rotate between CVs as needed.

Example, can VF2 from lex operate off an essex class CV?

You can move them among different carriers if you wish. It might serve to confuse your opponent as to what ships he is facing...

Yes, you can move different CAG squadrons between carriers. It's not a bad idea to temporarily change the composition of your CAGs depending on the mission. I've pulled bombers off to bulk up my fighter contingent for additional air covered during escort missions before.

And FYI, this was done historically (though only mid/late war by the USN). So it isn't at all gamey.

Yep, USN regularly rotated CAGs, as Gridley380 said, between rest/training and operations.

It was the established USN doctrine from the beginning. In the peacetime USN there were no compelling reasons to actually institute disruptive changes such as that however in the USN the CAG was ATTACHED to the ship rather than assigned to the ship.

In the IJN the CAG was part of the ship's company. Thus there was an institutional inertia to attaching the remnants of Shokaku's air group to the remnants of Zuikaku's air group after Coral Sea. So the KB sailed to Midway with one carrier less than was possible. It may have been just some bureaucratic BS but IT WAS THE JAPANESE WAY OF DOING THINGS. And it probably did make a difference.

Frankly the Japanese Player gets so much latitude to change anything that it is very hard to recognize the CINC as being related in any way to a Japanese.

You can also place "land" air units on your carriers as long as they are carrier capable (preferably after being trained up to carrier trained on a CVE).
