What is the max fuel pts a HQ should be able to hold?

I know after build ups HQ's only hold a hundred or so fuel pts.

Should HQ's be holding more then that?

Should they have 200 to 600 points of fuel at the end of a turn?

Think that HQ fuel is immediately distributed to assigned units and have not ever tracked HQ supply. So for me, HQ reserves never a big issue. When are they consumed? During enemy's turn?

After a HQ supplys are in the 1000's and will build up. A bug yet to be fixed, of which I have posted 2x and 2by3 has yet to fix it. Great way to keep Cav and infantry going when they are far far past RH as SHC player late in war.

The issue I am tracking now is HQ's able to horde fuel as before .13 which was done to fix that muling/airfield fuel depots. But I am seeing it again probably way Sapper is south of Stalino on turn 8.
