To be honest, the math is a bit hidden but based on experience I would say that crews experience (and high number of escort vessels) would help with early detection of submarine and prevent firing of torpedo. If torpedo is fired it would be submarine crew skill vs target ship crew skill, speed of vessel and mvr rating to determine a hit. I don't think the TF leader is a factor here. TF leadership is more important for determining launching of strikes, crossing the T, evading combat etc.
