Does Japan have any or is there a way to replenish naval air units at sea?

You can set a few air groups to training (preferably in an easily-supplied location), add replacement pilots who can fly but not fight (experience below 40) and train them up to the 60s in a few dozen turns.
Then you can open the pilots list, select "reserve" instead of "group" and send your pilots to reserves.

Your front-line units can be filled up with pilots from the reserves, of course (in Admiral's Edition).

In case your meant supplies etc:
Aircraft carriers have a ship characteristic for missions flown (afaik only those with contacts count) and for torpedoes on-board. I suppose AKE ships can help with these, but I didn't test this yet. Instead, I doubled the ridiculously small torpedo supply of those ships. The few extra tons don't harm a 20,000 tons ship that much...

I don't think Japan can replenish air groups at sea.

I meant special designated air groups that can load on CVE's which, when placed in a replenishment TF can supply their a/c to other groups in need of replacemnents.

I don't think they do either but I was hoping there might be someway to simulate it.

Only the Allies can replenish aircraft at sea. They use VR squadrons for that. And by the way, these VR squadrons do not have to be at sea. They will deliver new aircraft from land bases if the carriers are close enough.

Pretty sure this is allied only.  At least I have never had it happen to me playing IJ.

that ReplTF CVE/VR action is just a huge force-multiplier for the Allies. in combo w/ AOs (& AEs starting in '45), USN carriers can stay at sea indefinitely.

but the VR CVEs are overloaded w/ 2 VR sqns, best to off-load one, so those CVEs can conduct flight ops. i keep the VR CVEs in a separate CVEscortTF, switch it to ReplTF when i want to draw planes to an in-range CV TF, then switch it back to air-escort so it can continue its training/ASW mission.
