According to the Manual "To replace a leader, you must expend the Political Point value
of the leader being removed, select a new leader from the appropriate leader pool, and pay 10
minus the Political Value of the new leader." So, if I substitute Adm Provoost (4PP) with Doorman (6PP) I'm supposed to pay 4PP+10-6PP = 8PP. The game is stating I will pay 9PP so what I'm missing?

I've searched the what's new file coming with the latest beta but for no results.
